As a result, the first agreement on government procurement (the Tokyo Round Government Procurement Code) was signed in 1979 and entered into force in 1981. It was amended in 1987 and entered into force in 1988. The parties to the agreement then conducted negotiations in parallel with the Uruguay Round on the extension of the scope and scope of the agreement. Finally, on 15 April 1994, a new Agreement on Government Procurement (GPA 1994) was signed in Marrakesh at the same time as the Agreement Establishing the WTO, which entered into force on 1 January 1996. +Hybrid reviews only. Articles not related to research in open access journals are not covered by this Agreement. In order to ensure an open, fair and transparent playing field in government procurement, several WTO Members have negotiated the Agreement on Government Procurement (GPA). If you are a corresponding author* close to a German university or research institute, you have the right to publish in open access in our journals, as the costs of the German DEAL agreement decrease. If you can say “yes” to these statements, your article is ready to be published as part of the Open Access Agreement for Germany. The text of the agreement contains rules requiring the guarantee of open, fair and transparent conditions of competition in public procurement. However, these rules do not automatically apply to all procurement activities of each party. Rather, coverage plans play a crucial role in determining whether or not a procurement activity is covered by the agreement.
Only procurement activities carried out by the covered undertakings that purchase listed goods, services or construction services with a value exceeding certain thresholds are covered by the agreement. These schedules are accessible to the public here. Consult the list of eligible institutions included in the agreement (a link opens a download hosted by MPDL Services). The Springer Projekt DEAL agreement covers the publication costs of Springer hybrid journals and, from 1 August, full open access publication (see below). Corresponding authors associated with German institutions can publish their research in open access on Springer. The agreement with Germany will include all BMC memberships of the participating institutions. The corresponding author is authorized to act on behalf of all co-authors in all matters relating to the publication of the manuscript, including additional documents. You are also responsible for obtaining such agreements and informing the co-authors of the status of the manuscript throughout the submission, review and publication process.
Visit the Open Access Agreement Librarian`s page for Germany More than 900 German institutions are eligible to participate in the agreement between Springer Nature and Projekt DEAL, which means that corresponding authors associated with these institutions have the right to publish their open access articles without being billed by Springer Nature. The agreement includes more than 2,000 hybrid journals across the Springer Nature portfolio (as of January 2020) and more than 500 fully open access journals (as of August 2020). The fundamental objective of the GPA is to open up public procurement between its parties. Following several rounds of negotiations, the GPA parties have opened procurement activities worth an estimated $1.7 trillion each year to international competition (i.e., to suppliers of GPA parties offering goods, services or construction services). The GPA is a plurilateral agreement within the WTO, which means that not all WTO members are parties to the agreement. Currently, the Agreement has 20 Contracting Parties composed of 48 WTO Members. 36 WTO members/observers participate as observers in the GPA Committee. Of these, 12 members are in the process of acceding to the agreement. To learn more about the DEAL project, click here or talk to your university or library about how they handle this agreement. From August 2020, a 20% discount on publication fees will be applied to all content published in BMC and SpringerOpen journals under the open access agreement for Germany. Authors are not charged by Springer Nature and the 20% discount applies to fees paid centrally.
Through this agreement, Project DEAL reused previous subscription editions to fund open access publications. Corresponding authors affiliated with German institutions can publish their research in open access in hybrid Springer journals and also have access to the subscription content of these journals. .
